中國湖南湘西人，中國電影藝術家協會會員，美國亞洲文化教育協會（ACAESUSA）顧問委員會主席。電影導演、編劇，影視人類學東部苗族文化研究專家。自電影學院（’93）幹部專修班畢業後，編劇、導演了一系列影視作品，其中不少作品獲得國內外電影節獎項，如“夏衍電影文學獎”、“飛天獎”、“沈從文文學獎”、東歐國際電影節“最佳攝影獎”、西歐國際電影節“最佳視覺獎”等。
彭景泉自幼深受湘西家鄉土著文化遺產的浸潤與啓發，多年來致力於通過電影、紀錄片及田野調查研究著述來探索與傳承保護這一文化。自2014年以來，撰寫並導演了十多部湘西少數民族歷史文化題材電影，其中主要作品包括《寂寨》（Silent Village）、《嫁衣》（The Wedding Dress）、《老家故事》（Stories of Home Town）和《茶緣》（The Fate of Tea）等。此外，彭景泉還積極參與跨文化合作，曾多次應邀前往美國加州大學洛杉磯分校（UCLA）、德克薩斯大學達拉斯分校（UTD）等學府進行藝術訪問並授課，。
彭景泉還有幸參與了UCLA的“亞太地區演出交流活動（簡稱APPEX） 項目”，在與美國藝術家深度合作的基礎上，創作了《桌子和椅子》 (Table and Chairs）、《與陌生人睡覺》(Sleeping with Strangers）等優秀作品，這些作品在太平洋沿岸國家演出後又在美國多所大學及城市巡回演出，獲得廣泛好評。

After graduating from the Cadre Training Program at the Beijing Film Academy (’93), he wrote and directed a series of film and television works, many of which have received awards at domestic and international film festivals, including the Xia Yan Film Literature Award, Flying Goddess Award (Feitian Award), Shen Congwen Literature Award, Best Cinematography Award at an Eastern European International Film Festival, and Best Visual Award at a Western European International Film Festival.

Deeply inspired since childhood by the indigenous cultural heritage of his hometown in Xiangxi, Peng Jingquan has long been committed to exploring, preserving, and passing on this culture through film, documentary, and field research publications. Since 2014, he has written and directed more than ten films centered on the history and culture of ethnic minorities in Xiangxi. Key works include:

In addition, Peng actively engages in cross-cultural collaboration. He has been invited multiple times as a visiting artist and lecturer to institutions such as UCLA and The University of Texas at Dallas (UTD).

He also had the honor of participating in UCLA’s Asia Pacific Performance Exchange (APPEX)program. Through in-depth collaboration with American artists, he co-created notable works such as:

These works were performed in countries across the Pacific Rim and subsequently toured universities and cities throughout the United States, receiving widespread acclaim.
